If you buy the game digital or get the regular edition on disc, you go to the main menu of Miles Morales, press L1 and from there you can upgrade to the Ultimate Edition, which essentially means you can buy the Remaster seperately. Yes it’s only available digitally. The only way to buy and play the remaster is to own a copy of Miles on PS5, or upgrade it to the PS5 version. Either buy the ultimate edition that comes with a copy of the remaster, or buy it separately.
