Is Midnight Club LA free roam?

Midnight Club: Los Angeles is set in the city of Los Angeles, again providing an option to completely free-roam (in an open world environment larger than all the three cities combined from the previous game, Midnight Club 3: Dub Edition). Tokyo appears as a second city in the Remix version of Midnight Club Los Angeles; it does not appear in the original game. The player unlocks Tokyo after completing the Los Angeles portion of the game.
