Why isn’t Pokémon on PC?
Pokemon was developed by Nintendo. Nintendo’s business interest is in selling not just their games, but their consoles too. They have determined it a better business move to keep their creation exclusive to their game platforms. Not very likely. Officially so to speak. Pokémon was always designed with mobility or Gameboy/Handheld Consoles in mind. A Laptop or even Desktop PC would have hardware that is far beyond the capabilities of a handheld.
